H.E. Eduardo Ibarrola- Nicolin was born in Mexico City and started as Attorney at Law at the Independent School of Law of Mexico City (1970 – 1975) after which he received his MSc Political Sociology at the London School of Economics (1981). From 1978 – 2002 he joined the Independent School of Law of Mexico City as a part-time professor in Political Science. In 1982, Mr. Ibarrola joined the Legal Counsel of the National Institute of Fine Arts, which was followed by his Foreign Service work as Deputy Consul General of Mexico in Los Angeles, California (1985 – 1989), Director General of Consular Affairs and Protection of Mexicans Abroad (1989 – 1994) and Director General of Legal Affairs (1994 – 1995).
H.E. Eduardo Ibarrola later served as Deputy Attorney General of Mexico City for Legal Affairs, Criminal Policy and Human Rights (1995 – 1996) and as Deputy Attorney General of Mexico for Legal and International Affairs (1996 – 2002). He continued his Foreign service work as Consul General of Mexico in Houston, Texas (2002 – 2004) and Deputy Chief of Mission at the Embassy of Mexico in Washington D.C. (2004 – 2007. Later he served as Ambassador of Mexico to Guatemala (2007 – 2012) and Ambassador of Mexico to the Netherlands and Permanent Representative of Mexico to the Organisation for the Prohibition of Chemical Weapons (OPCW) (2012 – present)
